IMHO we should stop using it *for* the core but not stop using it *in* the
core.
Means: While keeping it for TS conditions for the FE output of TYPO3 based
websites (which is *in* the core), we should completely get rid of it in any
part of the TYPO3 backend including the install tool (which is *for* the
core).
