Actually, we *use* browser detection in the Install Tool... It loads
different CSS files for example depending on the browser detected by
t3lib_utility_Client::getBrowserInfo()

Also, there are TS conditions which match various browsers and their
versions (recently extended by a few RFCs).

So, if we already *use* browser detection, I think we should have a
properly working detection mechanism.
