Sorry, I didn't first catched what you needed. Sounds reasonable.

Try to look t3lib/ folder and tca_main tceforms related files.
At least XCLASS would help (there might be hooks also), but some 
extensions XLASS them too.

The problem is that BE languages are fixed list but FE languages are 
user defined languages. You must create some config for this. TS for 
pages can be used in BE modules, so you can create some TS for that,
for example
tcaforms.be_language.de=1
tcaforms.be_language.fr=2
