With Speed I would say:
1) start script
2) open DB connection/open file
3) fetch or filter rows based on input
4) close connections
5) return result
With speed I also would say, that results come to the browser at near
real time, or as efficient as possible.
They guy needed speed, and that usually doesn't mean 'render through
TYPO3'.
