I would not call storing version snapshots in TER "versioning". You
can't check or reverse your changes by doing a diff of a local version
to the one in TER _efficiently_. I can do a diff of local changes to a
version in SVN repo by 2 clicks using TortoiseSVN. Not that I am
rooting for further improvements to TER - it's a sore subject by
itself as it is.
Also, what about the extensions that are never checked into TER?

Exactly, I just find that if you manage the sources by SVN, Extension
Manager does not work the way I would like it to work, that's the
whole story.
