And rather consequent, since in this case you are using TERs versioning.

So it seems quite OK to me to never have svn/vs-dot files in Extensions
available managed by EM/TER up-/download.

It's admins decisions to mange extension-sources by external
(svn/cvs/...) _or_ by EM/TER.

That should be sufficient imho.
