It looks like you're right, but that is a badly written notice!

1. It says versions "rtehtmlarea versions 0.7.5 through 1.4.2" of the
plugin are affected
2. It says "update your TYPO3 core system to the latest version"
(which for e.g. 3.8.1 is not required if you can use rtehtmlarea
1.2.1)
