[Typo3-dev] kickstarter doesn't create config files

Hello out there.

I'm trying to create some extensions for learning purposes.
Everything works fine, but the kickstarter doesn't create
the following files:
- ext_typoscript_constants.txt
- ext_typoscript_setup.txt

im typing in some comments in the kickstartersection "static typo 
skript" but nothing happened when I created the extension..

after creating them manually in my ext directory everything works fine.
but i always have to create them by hand.
Is that normal?

ps // win2k, typo3 3.8, newest xampp release with php4
