[Typo3-dev] Is ist possible to reopen a bug? (XP SP2 + RTE)

Hi!

Despite the fact that the bug with id 0000283 is marked as resolved in 
the bugtracker the problems here remain the same.
Everybody who doesn't share the direct network to our webserver (and 
that is normally every editor) is not allowed to access the classic 
ActiveX-RTE if he has Service Pack 2 for WinXP installed.

I tried with 3.7.0-dev from today and the newest tx_news, with RC1 and 
with RC2, and nothing worked out. One interesting point is, that the RTE 
in 3.5.0 works normally with SP2. Sadly we already updated our 
production server to 3.6.2 a while ago and so we have the SP2-problem.

For that reason i tried to reopen the bug in the bugtracker, but i don't 
find a button for that. Is there one? Or do i have to open a new bug 
(which i wouldn't prefer because the problem is the same).

Or is there any hidden trick which could solve my problem with SP2?
