If you've got suggestions on how to improve the PHP code of the install 
tool, just create a bug report with the description of what you'd change 
and attach a patch to it, I will then look at it.

The reason for the change from 3.6.1 to 3.6.2 were people complaining 
about the install tool crashing on some IIS machines if Typo3 did NOT 
check if the file exists before trying to execute them.
