I know. That's what I was wondering all about? Why a tag in typo3 when 
in typo3xdev there is another version. But I understand that this is 
because...

... you want to remove the parts from the core first.

As for typo3xdev vs TER, ther former is a place to develop the latter 
one to download. Whether you'll want to upload the new direct_mail to 
typo3xdev depends on if you want/need a repository for further 
development (that is if you'll manage to get some more developers 
working on it).
