[Typo3-dev] $TYPO_VERSION not available in ext_localconf.php

That would mean it would've to be set at four locations:
   index.php
   showpic.php
   typo3/init.php
   typo3/thumbs.php
   + something in the DMail extension as far as I remember.
   + possibly existing "entry scripts" of extensions, see my proposal [1]
