[Typo3-dev] $TYPO_VERSION not available in ext_localconf.php

Hi!

I wanted to do some stuff that would benefit from T§ versoin detection. 
Unfortunately this is not so easy. See subject why.

Could we have this info earlier? Perhaps even by a constant named 
TYPO3_VERSION? Yeah, with a "3" :-)
