Check the filepermissions of your TYPO3 installation. They need to be 
configured properly when safemode on.

Using TYPO3 with safemode is explained in the "Installation and Upgrade

Lars reported some safemode tests on Debian some month ago, maybe it 
points you to the right direction:

Btw., your system and the topic do not look like Debian specific, so 
maybe you'll have more luck on the typo3.install.linux list.
