[TYPO3-about] Anti-harrasment policy for our events?

Hey Stefan,
I think with having the COC only does not fix it. We still have problems people
adhering to the COC. There is hardly anyone that uses it as a reference
currently. Having the anti-harassment statement specifically for events shows
our commitment to that.
