What about this:
I will arrange payments via credit cards for next year.

Let me try to form an example with the stats we have now.
80 Places in total
---------------------
15 blocked for T3A (Active Members + girlfriends/wifes) for the first 5 days
10 blocked for people without credit cards (I think this should be there 
too, since some people don't have credit cards) for the first 10 days
55 free for all via CC (paypal fx.) until full.

If we do so we have not one big block of "unfairness" but 3 smaller ones :)

You see, this ain't too easy.
I will try to come up with a solution, but I think it is highly unlikely 
  to find a way to make it fair for everybody on one side and keep it 
cosy on the other.

We could make the tour a lot bigger but then we need to book someone who 
  will coordinate your schedule over the week :)
Like "tuesday, 15:30 - Kasper meets 80 people from tourblock C" - 
"tuesday, 16:30 - Kasper meets 60 poeple from tourblock D".

But I think we learned from this:
- Last tours were like "book early, get your place" (though adrian and 
daniel keep running after the money - which sucks for them IMHO)
- The "pay early, get your place" thing was something which we wanted to 
do better with our knowledge from the last tours - unfortunately we had 
such a run on the places that this method doens't work good either (hey 
kasper, let's call this "research" ;-))
