in the file "sites.xml"
which is:
C: \ wamp \ www \ Neos-12 \ Packages \ Sites \ TYPO3.NeosDemoPersoOrg \ Resources \ Private \ Content \ sites.xml

to delete all nodes
<accessRoles __type = "array"> [] </ accessRoles>

and substitute
<accessRoles __type = "array" />

if that does not work,
must go through the Setup
and reconnect with the base that was created

the new site is then accessible
