Re "the requirements for Neos will be sooner or later PHP 5.4+ for sure.":
Flow 3.0 (Neos 2.0) will require PHP 5.5+ (see 
http://docs.typo3.org/flow/TYPO3FlowDocumentation/latest/Quickstart/)
