[Neos] TypoScript Debugger

Hey everybody,

on the last days, I found some time to finally check the TypoScript
debugger again; and I finally extracted it to an own package:

The API for this package is inside: https://review.typo3.org/#/c/17371/

I'd love to move this to Flowpack at some point; and of course like to
collaborate with $whoeverIsInterested in making the debugger output more
nice and usable :-)
