That's a pitfall but for security reasons the Neos policies deny access 
to all actions by default and you have to grant them explicitly (aka 
white-listing).

Have a look at the policies of the Demo Site to enable the Registration 
& Flickr plugins:

Obviously this has to be mentioned in the integrator guides!
