[TYPO3-50-general] New templating system?

Right now, it's currently Jens Hoffmann's task to define how this Layout
wizard should look like and work. After we have his UI designs, we'll
look into how to implement it :-)

So I cannot really say yet if such an approach is also feasible and
usable in TYPO3 v4.
