I dont see why this is needed in the backend. Are there any usecases for 
this? Are there really people who would like to access content with JS 
turned off?
I assume TYPO3 5 will be accessible via webservices too- so i guess it 
would be possible for special use cases to develop backends which are 
like exactly what is needed not just a gracefully degraded version of 
the default backend.
