You got it right. It's depending on the point of view.
There is no need for two CGLs. Some of the rules are a must for FLOW3.
Some other just for nice Code.
For me FLOW3 is brand/product under the roof of the TYPO3 Association.
So TYPO3 v5 (CMS) is brand/product based on FLOW3. But so it's still
fits both: TYPO3CGL & FLOW3CGL.
I will wait commiting the CGLs until the name is clear, because I will
refactor the project first. So it's starts pretty clean.
