Yes. Typical examples which we might need a compatibility layer for are 
pi_base and TCEmain. We'll have to check for which parts it makes sense 
and is feasible to create an emulator component ...

It would even be possible to create a DBAL handler or TYPO3_DB 
replacement which accesses the new content repository ...
