[FLOW3-core] Cloning FLOW3 packages

Just to come back to this once more... Is there a way of re-using the
same codebase in different contexts. In other words can I write one
package which I then use with different databases and routes? If so,
how do I configure that? Is this some kind of conditional setup in the
global configuration? I'm at a bit of a loss as to how this might be
configured.
