[Flow] DocTools - no project?

I would want to see it as a tool for every Flow application. I am 
interested in the task (but not right now).

Whatever I do it simply shows me the CLI help. I didn't check if I have 
Sphinx installed, but this should be the job of DocTools. So this is the 
cause for my rant.

And that's why I have asked for a project. I was about to file an issue 
and to provide a patch that checks for Sphinx.
