[Flow] Usage of translation

Hi Rik,

1) Not out of the box, because deciding to return text partially in a
foreign language to the user is an application decision, that is
probably not the best thing to do (you should rather make sure that your
translations are complete). You can however create your own translate
ViewHelper though, that will fall back to the default language.

2) You can set the current language with the
I18n\Service::getConfiguration()->setCurrentLocale() method
programatically, so you can create a language selection.
There is also an open task to improve handling of locale selection in
the framework, see http://forge.typo3.org/issues/49025
