[Flow] Usage of translation

Hi,

The usage and config of the translation works nicely. Now I run into two 
things:

1) If I use English as default and Dutch as translated I need to 
translate all labels in the xlf. Missing labels return the keys to my 
screen. Is there a way to fall back to the default language for missing 
labels?

2) Currently the language is decided by config. Can I also create a 
language menu that switches the entire application, or alternatively, 
have user setting in profile or session that decides the language?
