Thanks for the pointer, I'll  try to alert the Surf team, as this is 
really outdated. The package:import command was dropped in favor of 
using composer.

Composer would be the right way. As there is no release version tagged 
yet you need to use dev-master as version to declare that you want the 
git master of Surf.
