[FLOW3-general] Question about Translation Fallback

Hi Kerstin,

sounds like a missing feature to me, but I don't know if any
specifications exist that say something about the behavior. I would've
expected a partial fallback as well (on the other hand this might be
prevented on purpose to avoid "half and half" translation situations).

I will ask Karsten about it, he might know.
