[FLOW3-general] Question about Translation Fallback

Hi,

not really a problem, just to understand the translation fallback properly.

For example the default locale is 'en' and other locales are 'de' and 
'de_CH'.
If the XLIFF-File for 'de_CH' doesn't exist the fallback works and i get 
the 'de'
labels.
But if the 'de_CH' XLIFF-File exists and only a few items are 
'translated' the other items can not be found.

Is this a bug, a missing feature or do i have to care about it on my own?

I created my own translation ViewHelper to handle this

but i think this is only a work around?
