[FLOW3-general] Getting 500 error trying to access the package manager

New Neos install, everything seems to work except for the package manager.

500 error in the browser, the error log shows the following:

PHP Fatal error:  Exception thrown without a stack frame in Unknown on 
line 0

Any idea what that is or how to track it down?
