[FLOW3-general] Setting up flow3 - help!

I have flow3 installed and have worked through the installation part of the 
documentation:

http://flow3.typo3.org/documentation/guide/partii/installation.html

I see the welcome to flow3 page as described when I go to my virtualhost 
address that I created. I then moved on to

http://flow3.typo3.org/documentation/guide/partii/configuration.html

but now I'm stuck on the last bit: "Database Setup".

How do I do this part? I'm on windows, in case that matters.

I have setup the database properties in my devlopment context settings and 
now the documentation says

"if you configured everything correctly, the following command will create 
the initial table structure needed by FLOW3:"

My question is, how do I enter this in the command line? How do I do that. 
Where do I do that? Sorry if this sounds a dumb question!
