FYI: Andy Grunwald & Stefano Kowalke created a first ruleset with many 
really useful sniffs [1]. Thanks a bunch, guys!

Next steps:
- include sniffs previously created by the CodeSniffer team where applicable
- fine-tune ruleset
- add documentation on how to integrate this into IDEs
