It may be before you joined the team but there is something like the
Berlin manifesto [1].
Presentations of what v5 will be like (as given on most T3CONs) are a
major source of the target of the converging process.
Example: there is much criticism on the current v4 List module in terms
on speed, usability, etc. In one of the presentations there were mock
ups of the v5 equivalent of the list module which has inline editing and
inline record expansion, etc.
If we would have a new List module in 4.7 I would expect it to be very
much like the mock-up in the presentation. It would be useful for
editors because they could get familiar with the interface / concepts of
future versions; a part of a transition path (in this case for the way
editors handle records).
The same transition path should be there for developers (think of
Extbase/Fluid) and other types of users.
If v4 has to converge towards the features of v5 this would imply IMO
that v5 cannot be a moving target.
