[FLOW3-general] Problem with win instalation

Hello List
I have a problem with installation on windows. I`ve created everything like
in tutorial. The first problem is that, that I need to create "Application"
folder in "Packages".

Than everything is creating ok, but I can`t get to the package. I get 404
error.

What can I do wrong ? I really go step by step.
