Right now the FLOW3 CLI script is hardcoded and does not run on Windows. 
But there is a patch pending that would enable you to call any action 
you configure to be accessible through CLI.
We're not sure about this concept because it relies on the whole 
Framework to start up and thus is pretty slow and sensitive.

But if you're interested in the topic and want to test the patch we'd be 
happy about your feedback.
