[FLOW3-general] install question

Hello!

I have a problem with flow3 install. Please help me! I read the
buglist (i  think this is a similary problem), but i didn't find the
solution.
Webserver: XAMPP 1.7.3 for Windows
When i try to install flow3 i get these instructions:

Go to C:\xampp\htdocs\tutorial and run the following lines of code:
set FLOW3_CONTEXT=Development
set FLOW3_ROOTPATH=C:\xampp\htdocs\tutorial
set FLOW3_WEBPATH=C:\xampp\htdocs\tutorial\Web
php Packages\Framework\FLOW3\Scripts\FLOW3.php Kickstart Kickstart
generatePackage --packageKey MyPackage to create a package with a
standard controller
----
I set the env variables, and i try to run the 'php Packages\...' command and

i get this:
---
   No controller could be resolved whitch would match your request.
---

What's the problem? I delete the cache files in the data folder.
