[TYPO3-windows] Problems with installation of 4.3.2

Hello folks,

I just tried to install 4.3.2 on a normal Windows XP system.

Following steps are done:

1. install xampp
2. download typo3_src+dummy-4.3.2-zip
3. unzip in xampp/htdocs
4. start apache + mysql (xampp control panel)
5. insert empty ENABLE_INSTALL_TOOL (without format-ending) into 
xampp/typo3_src+dummy-4.3.2/typo3conf
6. start a) index.html from xampp (testing servers) via IE 8 -> "It works!"
7. start "index.php" from 
"xampp/htdocs/typo3_src+dummy-4.3.2/typo3/install/" -> text is shown saying 
"The install tool is locked. Fix:...", which is already done.
8. http://localhost via IE8 -> "cannot find the tslib"
9. changed $configured_tslib_path
a) in xampp/htdocs/index.php to 
'typo3_src+dummy-4.3.2/typo3/sysext/cms/tslib/'
and
b) in xampp/htdocs/typo3_src+dummy-4.3.2 to 'typo3/sysext/cms/tslib/'
10. IE8: http://localhost -> same error about tslib occurring

11. just for a try: added a new "ENABLE_INSTALL_TOOL" to typo3conf and 
restarted apache/mysql, then typed "localhost" into my browser command line
-> "cannot find configuration, file is propably executed from the wrong 
location"

I'm wondering. Does anyone know why I can't reach the install toll ?
