[TYPO3-windows] 0004965: renaming of localconf.php.TMP.php to localconf.php did not work on Windows platform

Hi Ansger,

sounds more like a problem with the file-permissions to me.

Workaround:
1. Turn all errors in PHP on to make shure you see what's going on (not a
good Idea on productive Installations).
2. Make shure the IUSR_[Machinename] can write in the /typo3*-folders and
their subfolders

Then report back in here :-)
