[TYPO3-windows] "Cannot find configuration..." error msg??

hello
i'm trying to install typo3 v4 in my server, i've unzipped the source 
and the dummy and copied them to the web root directory. when i access 
the url with a browser i don't get the 1-2-3 install wizard, i only get 
a line saying:
"Cannot find configuration. This file is probably executed from the 
wrong location."
i don't really know how to combine the dummy and the installation 
sources because i haven't found instructions in the documentation, the 
docs only have an installation method that seems not to use a dummy package.

what can i do to solve that error and continue the installation?
