[TYPO3-windows] Install problems

Hi... i have asked this in another thread, but here goes again.

I have done everything to the point, as you desribed below. But still.. 
when launching the page, and typing in my username and password for the 
database, i still get this error

"typo3conf/localconf.php was NOT updated properly (written content 
didn't match file content) - maybe write access problem?"

i have given the IUSR all acces rights to the folder containing typo3...

What am i doing wrong?
