But then Apache would have to be "in front" of IIS.

Perhaps it would be easier to try to help you, if you could tell a bit
more about your setup.

Do you have access to the gateway/router (to open an alternative port)?

Are you running DHCP on your WinXP? (the problem with the failure every
15 minutes could point to a problem with renewing a DHCP-IP-adress,
perhaps because of misconfiguration of a personal firewall)
