[TYPO3-UG UK] Help - Special characters

Hi Edmund,
thanks, it does sound like the solution, but my problem lies ahead. I don't
know how to get to my localconf.php! Do I have to type an url or search for
it in the column on the left? I tried, unsuccessfully, both ways.
I confess, in dealing with settings I'm an absolute beginner!
