Larry,
I'm rusty on Typo3 but I didn't see any responses. (If you did get a 
good response, please post it to the list. Thx.)

You should be able to do what you are talking about with the menus and 
sub-menus. Not really sure why yours is not working but one place to 
look is the example menu from the bootstrap system. The examples there 
are a single level menu on top, at least on my display, and nested menus 
in the left column. While this may not be what you want or end up with, 
to change it looks like some work in TypoScript, editing the menu 
templates.

I'm no expert so I won't try to tell you how to do it, but here is a

Is it possible that you need to actually create the pages for the menu 
items, instead of the short-cuts? Possibly, since you want the short-cut 
to "contain" another short cut. I'd say try creating 2014 and 2015 as 
pages, point to them and then put the articles inside.

Of course it is Typo3 so the answer is always, 'sure, you can do 
anything' but outside of messing around with the TS templates, I'd go 
the easier route. Not sure if this helps but please report back. Good luck.
