[TYPO3-UG US] Kasper is stepping down from development

Kasper is stepping down from active TYPO3 development to put more  
time into his family. This transition has been happening for a little  
while now. Michael Stucki who has been the acting TYPO3 core team  
leader, is now the official new chief developer.
