Michael,

What extensions do you have installed that might play with the  
usergroup settings? Does your user have the desired usergroup? Are  
you sure your playing with front-end users and usergroups and not  
back-end users when trying to log into your website?

Front end: http://example.com/
* Website user
* Website usergroup

Back-end: http://example.com/typo3
* Backend user
* Backend usergroup
