Peter,
if, with Step 2, you are referring to the web server configuration, it 
relates to configurations made in the httpd.conf file.
if, with Step 3, you are referring to 'writeable by the server', this 
relates to the security privileges in the folders, subfolders and file.
You need to make sure that the new folders (and subfolders and files) 
have write privilege for the user your apache server is running as.
