[TYPO3-translators] Implement voting on pootle to improve translation-progress

Update. Today Dwayne told me:

"Great.  I have a proposal that is mostly ready without a budget.  So 
I'm ready to go from our side and if you are able to link me with the 
right people that would be great."

I asked him to join this list, so we can talk about his proposal all 
together. Then we don't have this overhead of communication anymore with 
me as "man in the middle". Hope this fits to everyone ...
