[TYPO3-translators] Translations do not update on TYPO3 4.5 installations

Hello,
I have been translating quite a bit recently in Brazilian Portuguese.  I 
have been trying to update changes done in the translation of hte 
Extension Manager.  Unfortunately, when I try all the methods mentioned 
before the pootle server was installed (back in the days of the llxml 
system), I am not able to update my translations.

Example:
There is a mistranslated text in the Extension Manager. The translation 
for import extension is appearing as "extensões importadas" which should 
be "importar extensões".  I have made the change in 
http://translation.typo3.org/pt_BR/TYPO3.TYPO3.core.em/language/locallang.xlf/translate/?unit=672117 
, but every time I go through the process for updating translations on 
my two servers, nothing actually updates.

I delete all the .zip files in the typo3temp folder, update the 
translation files on the server, and nothing changes.

Are there any extra extensions I need to install in the Backend?
Does a translation job have to be complete for it to be updated?  How 
does the system work?

I await any help available.
